There is little doubt that the development and commercialisation of nanotechnologies is challenging traditional state-based regulatory regimes. Yet governments currently appear to be taking a non-interventionist approach to directly regulating this emerging technology. This paper argues that a large regulatory toolbox is available for governing this small technology and that as nanotechnologies evolve, many regulatory advances are likely to occur outside of government. It notes the scientific uncertainties facing us as we contemplate nanotechnology regulatory matters and then examines the notion (...) of regulation itself, suggesting new ways to frame our understanding of both regulation and the regulatory tools relevant to nanotechnologies. By drawing upon three different conceptual lenses of regulation, the paper articulates a wide range of potential regulatory tools at hand. It also focuses particularly on the ways various tools are currently being used or perhaps may be employed in the future. The strengths and weaknesses characterising these tools is examined as well as the different actors involved. The paper concludes that we will increasingly face debate over what is likely to work most effectively in regulating nano technologies, the legitimacy of these different potential approaches, and the speed at which these different regimes may be employed. O pensamento de Leibniz foi, sem dúvida, essencial para o desenvolvimento das linhas fundamentais da filosofia crítico-transcendental de Kant. A interlocução entre Kant e Leibniz é evidente no decorrer do pensamento kantiano, seja diretamente, nos diversos momentos em que Kant busca um enfrentamento explícito com seu predecessor, seja indiretamente, quando Kant discute com os autores da escolástica alemã que são considerados discípulos de Leibniz Pretendo observar, em particular, que uma das discussões pouco noticiadas, mas de grande relevância para o desenvolvimento (...) do pensamento kantiano, é aquela em relação ao problema da teodiceia. Com isso em foco, meu objetivo nesse capítulo é o de tentar mostrar alguns aspectos do diálogo de Kant com a teodiceia de Leibniz. Primeiro, apresentarei alguns aspectos da teodiceia de Leibniz. Depois, mostrarei o tratamento que Kant dispensa ao problema da teodiceia em alguns de seus escritos iniciais. Por fim, apresentarei o seu tratamento no período crítico, da maneira como se expõe em um artigo de 1791 intitulado Sobre o Fracasso de todas as Tentativas Filosóficas na Teodiceia. De modo complementar, ao abordar o problema no período crítico, farei algumas remissões às três Críticas, às Lições sobre a Doutrina Filosófica da Religião de 1783/84, às Lições de Ética e à Religião nos Limites da Simples Razão de 1793. Media companies are increasingly becoming aware of the importance of their reputation. In order to legitimate themselves, they are starting to present themselves as ‘good corporate citizens’ by engaging in media governance and corporate social responsibility (CSR) activities. The communication of those activities is crucial for the building of reputation. However, to date, no comprehensive studies have been conducted to evaluate the communication of media governance and CSR activities of media organizations. This study aims to fill this gap and examined (...) websites and reports of selected media organizations in Germany, Italy, France, Austria, and Switzerland. Results indicate that public service media organizations communicate proportionally more on media governance than private media organizations, which may be due to the fact that public service media organizations feel more accountable to the public as they have a public service obligation. This study introduces a human empowerment framework to better understand why some businesses are more socially oriented than others in their policies and activities. Building on Welzel’s theory of emancipation, we argue that human empowerment—comprised of four components: action resources, emancipative values, social movement activity, and civic entitlements—enables, motivates, and entitles individuals to pursue social goals for their businesses. Using a sample of over 15,000 entrepreneurs from 43 countries, we report strong empirical evidence for two ecological effects of the framework (...) components on prosociality. We find that human empowerment lifts entrepreneurs’ willingness to choose a social orientation for their business, and reinforces the gender effect on prosociality in business activity. We discuss the human empowerment framework’s added value in understanding how modernization processes fully leverage the potential of social business activities for societies. (shrink)

É possível constatar, mesmo em uma leitura superficial, que Kant tem o propósito de empreender em seu opúsculo de 1795, À Paz Perpétua, uma defesa dos princípios normativos do direito em todas as esferas da vida pública. Isso se evidencia na tentativa de desenvolver uma teoria da paz erigida sobre uma teoria tríplice do direito público, dividida nos âmbitos do direito estatal, das gentes e cosmopolita. Mas, se a questão é, por um lado, adequar os princípios puros da doutrina do (...) direito à teoria da paz, por outro, o problema com o qual Kant tem de lidar é essencialmente histórico. Não se trata apenas de justificar, em um contexto abrangente, a normatividade dos princípios do direito, mas também de demonstrar a sua aplicabilidade. Por conseguinte, em seu empreendimento, Kant encontra-se diante do desafio de demonstrar a inconsistência da “expressão corrente”, com a qual teve que lidar antes, que diz que “isto pode ser correto na teoria, mas nada vale na prática”. Tal preocupação pode ser observada direta e indiretamente, em várias passagens, no decorrer do texto, explicitando-se ,sobretudo, na discussão apresentada no Suplemento Primeiro no qual a questão suscitada pelo problema da teoria e prática, acerca das condições de possibilidade de realização do ideal da paz, é discutida no contexto de sua filosofia da história e também no Apêndice I, no qual, através de uma reflexão sobre o consenso entre moral e política, o que se põe em questão é a possibilidade da concordância entre teoria e prática no contexto da filosofia e da prática política. Ocupar-me-ei nesse texto apenas em tratar da questão sob esse segundo aspecto, tentando destacar que a estratégia kantiana para superar o problema da teoria e prática, no âmbito da filosofia política, depende do desenvolvimento de uma “renovada” doutrina da prudência. Como observa Castillo1, “[p]ara provar que a teoria jurídica da paz se aplica na teoria e na prática ao mesmo tempo”, Kant “deve fazer um exame crítico do conceito de prudência do Estado”2 . Esta análise deve nos permitir concluir, em primeiro lugar, que, bem diferente da visão antes difundida de que a filosofia política de Kant é expressão de um moralismo “que é certamente sincero, mas basicamente ingênuo”3, o objetivo de Kant, na verdade, nunca foi o de se afastar da realidade concreta da política em nome de um ideal abstrato de virtude política. In this article, I discuss Otto Neurath’s philosophy in the context of Vienna Circle modernism. Following recent scholarship, the discussion considers as a starting point Neurath’s participation at the fourth International Congress of Modern Architecture (CIAM IV). However, the image of Neurath’s modernism that results from this perspective is incomplete because it tends to overlook the importance of scientific utopianism in Neurath’s thought. Scientific utopianism is a methodology proposed by Neurath for the social sciences in technological contexts, in which scientists (...) elaborate and develop plans (utopias) for the transformation of society, thus contributing to an informed societal debate. Decisions are nevertheless kept outside the domain of scientific activity. I claim that recognizing the centrality of scientific utopianism in Neurath’s philosophy is fundamental to understand Neurath’s modernism. This interpretation highlights the affinities of Neurath’s philosophy of the social sciences with the modern utopianism of H. G. Wells. Both authors consider that there can be no ultimate solution to social problems but that a plural and constant debate of proposals is fundamental for the improvement of society. Therefore, Neurath’s modernism connects his philosophy of science to the literary utopian tradition. (shrink)

Mediante uma análise da utilização da noção de verdade tarskiana no contexto da abordagem semântica, argumentaremos que ela é desnecessária assim como insuficiente. Ela se mostra desnecessária porque no interior desta abordagem seu papel é meramente operacional, de tal modo que pode ser cumprido por noções de verdade alternativas também de teor operacional. Por outro lado, sua insuficiência se deve ao fato de que outras concepções de verdade de um tipo mais apropriado devem ser articuladas, para satisfazer os propósitos das (...) diversas integrantes da família semanticista, como o empirismo construtivo e o quase-realismo. Tradicionalmente, estas concepções são definidas fazendo recurso à noção de verdade tarskiana, porém elas também podem ser definidas por meio de noções de verdade alternativas. (shrink)

Popular culture can play a significant role in shaping the acceptance of evolving technologies, with nanotechnology likely to be a case in point. The most popular fiction work to date in this arena has been Michael Crichton's techno-thriller Prey, which fuses together nanotechnology science with science fiction. Within the context of Prey, this article examines the role that scientists and popular culture play in educating society, and one another, about emerging technologies. In di ferentiating fact from fiction, the article reflects (...) on how such distinctions may be important in proactive public dialogue projects. The article concludes that popular culture will be a key factor in informing citizen beliefs about the coming nano-age. Accordingly, governments, in conjunction with the scientific community, will need to be proactive in distinguishing science fact from science fiction for the benefit of their citizens. (shrink)

Kv10.1 is a voltage‐gated potassium channel relevant for tumor biology, but the underlying mechanism is still unclear. We propose that Kv10.1 plays a role coordinating primary cilium disassembly with cell cycle progression through localized changes of membrane potential at the ciliary base. Most non‐dividing cells display a primary cilium, an antenna‐like structure important for cell physiology. The cilium is disassembled when the cell divides, which requires an increase of Ca2+ concentration and a redistribution of phospholipids in its basal region, both (...) of which would be facilitated by local hyperpolarization. Cells lacking Kv10.1 show impaired ciliary disassembly and delayed entrance into mitosis. Kv10.1 is predominantly expressed during G2/M, a critical period for ciliary resorption, and localizes to the ciliary base and vesicles associated with the centrosome. This could explain the influence of Kv10.1 in cell proliferation, as well as phenotypic features of patients carrying gain of function mutations in the gene. (shrink)

RESUMO:O objetivo deste artigo é discutir sobre os conceitos de obrigação e lei natural, tendo como referência o polêmico debate moderno envolvendo intelectualismo e voluntarismo. Em um primeiro momento, destacaremos a rejeição de Wolff ao voluntarismo de Pufendorf e sua orientação em direção ao intelectualismo de Leibniz. Conforme essa nova orientação, uma teoria da lei natural não deve basear seu conceito de obrigação na autoridade das leis e em seu poder coercitivo, mas, por outro lado, unicamente na ideia de necessidade (...) moral, interpretada como expressão da ligação natural universal dos seres racionais com o dever. Em um segundo momento, apresentaremos os efeitos dessa discussão no pensamento inicial de Kant, que, se posicionando diante mesmo de Wolff e Baumgarten, vai empreender a superação de seus predecessores, através de uma revisão conceitual do problema, a qual culminará nos pressupostos de sua doutrina ética madura. -/- ABSTRACT:This paper highlights the debate around the concepts of obligationand natural law, with reference to the controversial modern discussion involving intellectualism and voluntarism. For intellectualism, a theory of natural law should not ground the concept of obligation in the authority of laws and in their coercive power, but in the idea of moral necessity, understood as an expression of the universal natural connection of rational beings with duty. This book tackles how and why 'landscape' (farms, gardens, countryside) set the scene in the first centuries BCE and CE for Romans keen to talk up and about (but also to scrutinize and understand) what it meant to be a citizen. It investigates what 'landscape' means now and reflects upon how contemporary approaches to 'landscape' can enrich our understanding of ancient experience of the interface between natural and artificial space. It encourages examination of 'landscape' from a range of angles, suggesting (...) alternative ways of thinking about what landscape represents. These methodological approaches (presented initially via a set of key terms and definitions and then deployed thematically across four chapters), combined with a detailed interdisciplinary bibliography and a series of case studies of literary texts and material sites, enable readers to use this survey as a starting point for developing their own in-depth study. This article examines nanotechnology within the context of the public interest. It notes that though nanotechnology research and development investment totalled US$9.6 billion in 2005, the public presently understands neither the implications nor how it might be best governed. The article maps a range of nanotechnology dialogue activities under way within the United Kingdom, the United States, Germany, and Australia. It explores the various approaches to articulating public interest matters and notes a shift in the way in which these governments, (...) on the whole, appear to be attempting to manage nanotechnology “risks.” It argues that open and transparent policy deliberations and extensive public discourse will be pivotal to protecting the public interest, gaining public trust and acceptance of nanotechnologies. The article concludes that though governing emerging technologies in the public interest is not a new concept, nanotechnology does present additional challenges that must be addressed by the guardians of the public interest. In this article we assess the extant literature on women’s careers appearing in selected career, management and psychology journals from 1990 to the present to determine what is currently known about the state of women’s careers at the dawn of the 21st century. Based on this review, we identify four patterns that cumulatively contribute to the current state of the literature on women’s careers: women’s careers are embedded in women’s larger-life contexts, families and careers are central to women’s lives, women’s (...) career paths reflect a wide range and variety of patterns, and human and social capital are critical factors for women’s careers. We also identify paradoxes that highlight the disconnection between organizational practice and scholarly research associated with each of the identified patterns. Our overall conclusion is that male-defined constructions of work and career success continue to dominate organizational research and practice.We provide direction for a research agenda on women’s careers that addresses the development of integrative career theories relevant for women’s contemporary lives in hopes of providing fresh avenues for conceptualizing career success for women. Propositions are identified for more strongly connecting career scholarship to organizational practice in support of women’s continued career advancement. (shrink)

1. Mitos, memórias, conceitos -- Direitos humanos, direitos fundamentais.

Otto Neurath’s empiricist methodology of economics and his contributions to politi- cal economy have gained increasing attention in recent years. We connect this research with contemporary debates regarding the epistemological status of thought experiments by reconstructing Neurath’s utopias as linchpins of thought experiments. In our three reconstructed examples of different uses of utopias/dystopias in thought experiments we employ a reformulation of Häggqvist’s model for thought experiments and we argue that: (1) Our reformulation of Häggqvist’s model more adequately complies with many (...) uses of thought experiments, especially with the open-ended discussions of utopias and dys- topias in thought experiments. (2) As a strict logical empiricist, Neurath is committed to a strictly empiricist account of thought experiments. John Norton’s empiricist argument view can indeed account for the justifications of empirical beliefs and genuine discoveries targeted by scientific utopianism in three distinct (yet connected) ways, all of which Neur- ath already contemplated: (2.I) Dealing with utopias and thought experiments on a regular basis increases creativity and inventiveness. (2.II) Particular ways of presenting knowl- edge facilitate scientific discovery and social progress. (2.III) The use of utopias in thought experiments can prompt conceptual change and allow access to new phenomena. We con- clude by highlighting that, even though thought experiments support a positive attitude for exploring new social possibilities, Neurath points out that active decisions are unavoidable. The exploration of alternatives and the awareness of a need for decisions in policy discus- sion avert a technocratic outlook in social science. (shrink)

According to the standard view, the function of the unlimited dunamis argument (Physics VIII.10, Metaphysics Λ.7 1073a5–11) is to introduce a new property of the first immovable mover, namely its lack of magnitude. The paper challenges this view and argues that the argument at issue serves to prove that the eternal motion of the first heavenly sphere is caused by an immovable mover rather than by a moved mover. Further, the paper shows that, at least in Phys. VIII, the unlimited (...) dunamis argument is the main argument for the immobility of the Prime Mover. (shrink)

A good way of approaching this issue is to watch the film Groundhog Day which can teach us a lot about what a good life consists in - and what not. While currently there are subjective and objective theories contending against each other about what a good life is, namely hedonism and desire satisfaction theories on the (...) one hand and objective list theories on the other, the film illustrates that at least one constituent of the good life can only be understood if we see it as having both an objective and a subjective side to it. Thus, the film shows that, in contrast to the beginning of the film, at the end the protagonist Phil has a good life insofar as that he finds something to do that suits him (the objective element), and comes to care deeply about it (the subjective element). Repisando a trilha clássica de aproximação ao Direito, o livro repropõe o método realista para pensar o Direito. Um estar de novo do pensamento jurídico tradicional, com sua persistente atualidade, está a exigir que se retome e guarde a analogia do termo Direito e a conclusão de que, antes de mais, sendo o Direito uma coisa, a 'coisa justa', seus demais possíveis conceitos são somente analogados secundários que, por importantes se estimem, demandam sempre referência subalterna àquele prius significativo - antes (...) de tudo, o Direito é justo. Essa perspectiva realista reabre a esperança de que, mediando a experiência e a dialética, se reencontre e aprofunde uma teoria da justiça ancorada na natureza das coisas. Paulo Ferreira da Cunha e Ricardo Dip uniram aqui suas meditações acadêmicas para, comungando da doutrina jusnaturalista clássica formular um convite para que se pense realmente o Direito. (shrink)
